2014年春季，佳士得拍卖行决定在上海拍卖一幅由数百只蝴蝶标本制成的著名画作《魔鬼》，并向上海自贸区国际艺术品交易中心提出画作的进境申请，此时距离预展还有不到一周时间。“这几乎是个不可能完成的任务。”交易中心运营方、上海自贸区国际文化投资发展有限公司总经理胡环中说。出乎预料的是，在接到交易中心的申请报告后，有关部门只用短短3天，就完成了全流程审批。
“交易中心为佳士得在中国内地的首拍提供全程专业服务，其全部拍品均以保税方式进入上海市区进行预展和拍卖。”胡环中说，作为佳士得在中国境内的惟一指定合作伙伴，交易中心帮佳士得顺利完成拍卖，并节约了一些费用和成本。
上海自贸区国际艺术品交易中心于2012年成立，短短2年间，已经发展成为一流的艺术品交易运营平台，提供一站式艺术品展览展示、交易拍卖、评估鉴定、保险金融等服务，形成具有特色的艺术品“前店后库”商业模式。
上海自贸区建立以来，国际艺术品交易中心在艺术品通关、交易等方面不断创新，推出了艺术品“先进区、后报关”、“保税临时出区展示”等模式，充分利用保税区作为海关特殊监管区域的政策功能优势，通过与保税区海关的协调，实现了艺术品通关、展示、交易的便利化。例如，交易中心打破了原有的操作模式，将艺术品以暂时进出境方式存到保税仓库，可以在不缴纳进口环节税费的情况下，无期限存放在保税仓库。
“存放在保税仓库里的艺术品可以自由中转到其他任何国家或地区，也可以在不缴纳关税和增值税的情况下交易。交易之后，买家可选择继续放在保税仓库内，也可以选择缴税进口。艺术品如需到国内展览，则以保税临时出区展示的方式出区参展，无需缴纳税金，而是由交易中心来向海关缴纳押金。此类方式大大减轻了艺术机构的运营压力。”胡环中介绍说。例如，著名藏家刘益谦拍卖竞得的《功甫帖》，通过交易中心，实现了文物的暂时进境、保税临时出区展示，节省增值税约850万元。白立方画廊、贝浩登画廊在参加上海廿一当代艺术博览会时，通过艺术品暂时进出境、保税临时出区展示，节省税款500多万元。
虽然自贸区国际艺术品交易中心运行时间相对较短，但是已经产生了较好的集聚作用。2013年至今，交易中心艺术品保税仓库的进出库货值已逾100亿元，包含油画、雕塑、文物等。
艺术品保税仓库的建成运营仅仅是个开始，自贸区国际交易中心的二期工程，6.5万平方米的上海国际艺术品保税服务中心预计在今年11月开工建设。据透露，保税服务中心作为独立园区，集艺术品保税仓储、展览展示、交易拍卖、评估鉴定、金融服务等5大功能为一体，将在提供仓储服务的基础上，为艺术机构提供配套交易服务。“保税服务中心的体量是一期的20多倍，功能也更为全面。它将在自贸区为艺术品提供从仓储到交易涵盖整个产业链的服务，为各类机构的交易提供全流程的保障。”胡环中说。
